Why Is Workload Management in Prosecution Service Important?

A fair, impartial, and effective prosecution service is essential for justice. Introducing a system to measure prosecutors’ workload and allocate cases fairly – through random assignment and specialisation – improves efficiency, effectiveness, and individual performance while safeguarding prosecutorial independence.
On 18 February 2025, EUAM organised a workshop on “Measurement of Prosecutor-Case Manager Workload” in cooperation with the Office of the Prosecutor General (OPG). The event brought together prosecutors from the OPG and Regional Prosecutors’ Offices to discuss how to fairly distribute workload among prosecutors and improve case management. This also aligns with recommendations from the Group of States against Corruption (GRECO), which advises Ukraine on anti-corruption measures.
“One of the key steps recommended by the Group of States against Corruption (GRECO) is the introduction of a system for the random allocation of cases among prosecutors, which cannot be implemented without establishing a mechanism for measuring and regulating prosecutors’ workload,” explained Viktoriia Litvinova, the Deputy Prosecutor General of Ukraine. “Measuring prosecutors’ workload should ensure an impartial and even distribution of criminal cases and will become one of the main criteria for assessing prosecutors’ performance and the effectiveness of work organisation within the prosecution service.”
The workshop also contributed to Ukraine’s ongoing reforms to enhance the efficiency of law enforcement agencies, particularly within the framework of the Overarching Strategy for Reforming the Entire Law Enforcement Sector of Ukraine and its Action Plan. This aligns with key requirements for Ukraine’s EU accession.

A stronger, fairer prosecution service will bring Ukraine closer to EU membership and, most importantly, give citizens confidence that justice is served fairly and transparently. We commend our partners at the Office of the Prosecutor General and all those involved in these reforms for their dedication and commitment to strengthening the rule of law in Ukraine,” said Lynn Sheehan, EUAM’s Head of Operations.
EUAM has been a longstanding partner of the OPG, supporting institutional reforms and capacity-building initiatives. This workshop is part of a broader effort, which includes training sessions, study visits to EU countries, and expert discussions on key issues.
