Unwavering Support on the Ground: Deputy Head of EUAM Visits Odesa and Mykolaiv

From July 23-24, Maura O’Sullivan, Deputy Head of the European Advisory Mission Ukraine (EUAM Ukraine), embarked on a visit to southern Ukraine. Her mission is to strengthen EUAM’s support in Odesa and Mykolaiv under the newly adopted mandate as well as to introduce Anders Johansen, the recently appointed Head of Field Office Odesa.
Building the Future of Policing at Odesa University of Internal Affairs
O’Sullivan kicked off her tour at the Odesa State University of Internal Affairs, where Police Colonel Dmytro Shvets, the Rector, warmly welcomed her. Shvets showcased the University’s state-of-the-art training facilities designed to prepare future police officers for the challenges of war.
“Every police officer in Ukraine must know how to provide first aid, recognise unexploded ordnance, and be mentally prepared for the harsh realities of war,” emphasised Shvets, highlighting specialised training areas.
Impressed by their dedication, O’Sullivan assured ongoing EUAM support: “Your role in educating police officers is crucial for reforming the civil security sector. EUAM will stand by you, sharing the best EU practices.”
Strengthening Maritime Security Ties
In her meeting with Rear Admiral Oleh Kostur, Head of the Marine Guard Regional Directorate of the State Border Guard Service (SBGS) of Ukraine, O’Sullivan underscored EUAM’s commitment to maritime security and integrated border management. “We will enhance our support to key partners securing marine and land grain corridors, providing necessary training and equipment,” she stated.
The Maritime Management of the SBGS briefed the EUAM delegation on current developments and challenges, expressing gratitude for Europe’s unwavering support.
Enhancing Community Safety and Addressing War Challenges in Odesa region
Recognising the critical partnership between the National Police of Ukraine and EUAM, Maura O’Sullivan met with the Head of the Odesa Regional Police. They discussed the new School Police Officer and Territorial Community Police Officer projects and state initiatives designed to enhance community safety.
Amidst the challenging security situation in the Odesa region, the conversation also covered war-related issues. Police Colonel Ivan Zhyk, Head of the Odesa Police, emphasised the crucial role of the explosive ordnance unit. “They are the first responders when missile or drone attacks occur. Proper response aids in the investigation and prosecution of international crimes committed by the Russian Federation in Ukraine,” he explained.
O’Sullivan reaffirmed EUAM’s commitment to cooperation and dialogue, highlighting the Mission’s focus on prosecuting international crimes and restoring the Rule of Law and democracy in liberated territories.
Addressing Security Challenges in Mykolaiv
To understand the situation on the ground, O’Sullivan visited Mykolaiv, where she met with police and prosecution office partners. The discussions centered on the security situation, recent developments, and new cooperation areas.
Serhii Makhno, Head of Mykolaiv Regional Police, detailed the devastating impacts of recent attacks: “Since early 2024, 101 people have been injured and 17 killed due to Russian attacks. A missile strike in Mykolaiv city center recently resulted in five deaths, including a child.”
Together with Denys Falchenko, Acting Head of the Mykolaiv Region Prosecution’s Office, Makhno described the interagency cooperation in prosecuting international crimes.
O’Sullivan, speaking for EUAM, expressed heartfelt gratitude, saying, “Thank you for defending the country and for your efforts to reestablish the Rule of Law in liberated territories, ensuring their full reintegration into Ukrainian society. EUAM will continue to support you with essential equipment and training for your crucial work.” During the meeting, EUAM also donated 150 individual first aid kits to police officers working in liberated and neighbouring areas.
New Chapter Begins at EUAM Odesa Field Office
On 8 July, the EUAM Odesa Field Office welcomed its new Head, Anders Johansen. With over 30 years of experience in Denmark’s defence and police sectors, Johansen is prepared to dedicate his extensive expertise to support Ukrainian counterparts on their path to victory and European integration.
Johansen expressed his commitment during meetings in Odesa and Mykolaiv, saying, “In Ukraine and Denmark, the primary goal of law enforcement is the same – to serve and protect citizens. The experts at EUAM Odesa Field Office are ready to continue our fruitful cooperation, sharing best practices and experiences while supporting Ukrainian partners in overcoming current challenges.”
