Ukraine Enhances International Legal Cooperation with EUAM-Supported Training for the Prosecutors

As Ukraine aligns its legal framework with European standards, strengthening international legal cooperation has become increasingly important. The rise in cybercrime, cross-border offences, and the movement of people require proactive measures and enhanced collaboration across jurisdictions. Exchanging expertise between legal professionals is essential to tackling these challenges effectively.
To support this effort, on 6–7 February 2025, the EU Advisory Mission (EUAM) Ukraine facilitated a test training on international legal cooperation in criminal matters in Rzeszów, Poland, for Ukrainian prosecutors at central and regional levels. Organised in partnership with the Prosecutors’ Training Centre of Ukraine (PTCU), the initiative aimed to enhance Ukraine’s capacity for handling international cases.
“The test training on international legal cooperation in criminal matters provided participants from the OPG, regional prosecution offices, and the PTCU with a wealth of information, covering all essential topics in this field. The experts effectively presented complex concepts in a simple and concise manner,” said Guido Oestreich, EUAM Head of Criminal Justice Unit.
Led by an expert from Germany’s Federal Office of Justice, the two-day programme covered key tools for international legal cooperation, including mutual legal assistance requests, joint investigation teams, cross-border interrogations via video conferencing, the transfer of criminal proceedings, and practical case studies based on real-world cooperation between Ukraine and Germany.
“The Prosecutors’ Training Centre of Ukraine is very interested in training prosecutors on international legal cooperation and sharing experience with representatives of foreign countries,” mentioned Ihor Pylypenko, expert of the Analytical Unit of Prosecutor’s Training at the PTCU. “This is important for strengthening international cooperation and improving the efficiency of the criminal justice system in Ukraine.”
Prosecutors welcomed the training’s relevance and practical application. Ksenia Voronina, Head of the International Legal Cooperation Unit at the Dnipro Regional Prosecutor’s Office, highlighted the growing importance of mutual legal assistance. “This training not only expanded my knowledge but also provided practical tools to implement international cooperation effectively. I will share these insights with my colleagues at the Dnipro Regional Prosecutor’s Office,” she said.
EUAM Ukraine will continue to support PTCU experts in ensuring the training’s long-term impact by integrating the acquired knowledge into PTCU training modules. These modules will then be rolled out to prosecutors nationwide, strengthening Ukraine’s capacity for international legal cooperation.
