Zaporizhia – a police force which is appreciated
October 15, 2015“I’m extremely pleased to see that the open attitude showed by the Chief of Police is shared by his subordinates”. Mihaita Barbutu, leading the European Union Advisory Mission’s team deployed this month in Zaporizhia, was simply enthusiastic about the outcome of his presentation on “Intelligence Led Policing”, integrated by Jozsef Urszan, Head of EUAM Analysis Department, on software-intelligence analysis for tactical use.
Dozens of investigators, analysts and technicians were there, Including Olexander Grebennikov, Head of Investigation Department, with an impressive, immediate follow -up of questions and exchanges of views among local police officials and Mission’s colleagues. Moreover, a number of parallel meetings were held with other units, including the Head of Public Security Andrii Dolnnyi and EUAM’s advisers, paving the way for further, promising cooperation.
An effective co-working atmosphere was already set here,
also through frank and informal talks. And there’s a man behind that. The Chief
Police, quoted by Mr. Barbutu, is Victor
Olkhovskiy, who is very much appreciated by local NGOs.
There are obviously issues and challenges in the
Regional Police, starting from their need (as in other oblasts) to be better
informed on the reform process and its operational and occupational
implications. But many
positive developments are
taking place in Zaporizhia, and EUAM is aware of that. This is one of the
reasons why Mission’s Head of Operations Peter Appleby also took time to visit
Zaporizhia.
