First CAG Meeting in Kobleve: A Step Towards Safer Community

On September 18, the first meeting of the newly established Citizens Advisory Group (CAG) took place in Kobleve, Mykolaiv region.

Organised with the support of EU Advisory Mission (EUAM) experts from Field Office Odesa, the meeting marked the beginning of a dialogue between local authorities, law enforcement agencies (LEAs), and various community stakeholders with the aim to enhance the community’s safety and security.

The Head of Field Office, Anders Johansen, opened the session, emphasizing the importance of collaborative efforts between local authorities, LEAs, civil society organizations, and community representatives to enhance public safety. “The CAG is an effective mechanism for community policing, providing a formal structure for addressing local issues through open communication and cooperation”.

A total of 21 participants from the National Police of Ukraine, local authorities, Patrol Police, the fire brigade, emergency services, local businesses, educational institutions, and civil society areas were present at the meeting. The diversity of representation ensured that multiple perspectives were brought to the table, reflecting the complexity of local security challenges.

EUAM experts presented the Mission’s objectives and explained the structure and functions of the CAG. “This advisory group would facilitate partnership between local actors and law enforcement, aiming to increase public trust and deliver more effective responses to security concerns,” Georgios Pokas, EUAM Senior Adviser on General Policing, commented. “By applying best practices from EU models, the CAG could play a critical role in improving the operational dynamics of local law enforcement while fostering stronger community relations”.

As a follow-up, the next CAG meeting was scheduled already for October. At this session, the group will begin to identify specific local issues and develop strategies to address them. The continued presence and support of EUAM experts will ensure that the group benefits from international insights and experiences, aiming for sustainable improvements in community.
