EUAM Ukraine and OSCE Strengthen Cooperation on Ukraine’s Reform Agenda

Today, 10 January, Rolf Holmboe, Head of EUAM Ukraine, and Catherine Fearon, Officer-in-Charge/Secretary General and Director of the Conflict Prevention Centre of the OSCE, signed a Working Arrangement to establish a framework for cooperation.

The purpose of the Arrangement is to consolidate efforts to promote international standards in civilian security sector reform in Ukraine, the rule of law, and democratic development. It is a further strengthening of working relations between the Mission and OSCE that started already in 2015.

“Ukraine is facing immense challenges in strengthening and reforming its institutions while at the same time managing extreme wartime challenges. This Working Arrangement ensures that we in the EUAM and the OSCE combine our efforts to provide targeted and practical assistance to our Ukrainian partners. By combining the expertise and resources of EUAM and OSCE, the arrangement supports Ukraine in becoming a safer, more just and inclusive country, aligned with European values and standards,” said Rolf Holmboe, EUAM Head of Mission.

The document outlines four key areas of cooperation: law enforcement, good governance, judiciary and legal reform, and cross-cutting issues such as control of the proliferation of firearms, gender equality, and digitalisation in the civilian security sector. Under this framework, both organisations will closely coordinate efforts, conduct joint events and training, as well as mobilise resources.
