EUAM Head of Mission Visit to Odesa to Strengthen Partnerships with Key Counterparts

Rolf Holmboe, Head of the European Union Advisory Mission (EUAM) in Ukraine, conducted a working visit to Odesa from 1 to 3 April, focusing on reinforcing strategic partnerships and assessing the evolving security landscape in the region, particularly in the maritime domain.
Day 1: Focus on Addressing CRSV and Advancing Maritime Cooperation
The visit commenced with a workshop opening on “Trauma-Informed and Survivor-Centered Investigation of CRSV,” highlighting EUAM’s commitment to supporting Ukrainian law enforcement in addressing conflict-related sexual violence. The workshop convened key stakeholders, including representatives from the Security Service of Ukraine, the National Police of Ukraine, regional prosecutors, forensic experts, and civil society organizations.
Mr. Holmboe then met with the Head of the Regional Maritime Guard Directorate to discuss ongoing cooperation in enhancing maritime security and developing a maritime domain awareness picture. Discussions focused on the development of a Joint Maritime Coordination Centre and integrating maritime aspects into the Integrated Border Management Strategy. The potential impact of the recently announced Black Sea ceasefire on Maritime Guard operations was also a key topic.
The afternoon included a meeting with the newly appointed management of the Ukrainian Sea Port Authority (USPA) to assess the impact of the ceasefire on port operations and the development of maritime domain awareness. Discussions focused on ensuring safe and secure maritime traffic, potential opportunities to resume or increase port capacity, and the USPA’s role in future maritime security architecture.
Day 2: Mykolaiv Engagement
Mr. Holmboe traveled to Mykolaiv on 2 April, where he met with the Head of the Mykolaiv NPU to discuss training needs and the evolution of crime and security in the region, particularly in the context of a potential ceasefire. A visit to NPU training facilities provided insights into current training methods and future requirements.
A meeting with the Prosecutor of Mykolaiv region focused on ongoing investigations and prosecutions, challenges faced in prosecuting organized and international crimes, and the development of capacity-building initiatives.
Day 3: Strategic Discussions and Future Cooperation
Back in Odesa on 3 April, Mr. Holmboe met with the Head of the South Regional Directorate of the State Border Guard Service of Ukraine to discuss tasks and challenges in light of a potential ceasefire. Discussions included the use of coastal radars and the possibility of integrating radar pictures into the future Maritime Domain Awareness solution.
During a meeting with the Deputy Commander of the Odesa South Territorial Department of the National Guard of Ukraine, discussions focused on preparedness for public order events and updates on the military and security situation in the region.
A key meeting was held with Vice Admiral Oleksiy Neizhpapa, Commander of the Naval Forces of the Armed Forces of Ukraine. This first meeting served as a formal introduction and an opportunity to discuss EUAM’s activities in the maritime domain. Discussions focused on the Navy’s lead role in developing a joint MDA picture, ensuring continued coordination between the Maritime Guard, Navy, and the Mission, and addressing the need for supplementing SafeSeaNet with military systems. The importance of a smooth transition of authority from the Navy to the Maritime Guard following a potential peace agreement was also emphasized.
The strategic engagements in Odesa and Mykolaiv underscore EUAM’s ongoing role as a key partner in strengthening the civilian security sector, particularly in areas such as maritime security, law enforcement, and criminal justice.
