Enhancing Ukraine’s Administrative Reforms: EUAM Leads Study Visit to Hessen

The European Union Advisory Mission (EUAM) Ukraine recently organised a study trip for representatives from Ukraine’s Ministry of Internal Affairs (MoIA) and the National Police (NPU) to the Ministry of Internal Affairs in Hessen, Germany. This initiative was closely aligned with the implementation of Ukraine’s Law on Administrative Procedure, which took effect on 15 December 2023. This law is essential for harmonising Ukrainian legislation with European Union standards.

During their visit, the Ukrainian delegation engaged with key figures, including Roman Poseck, the Minister of State for Interior of Hessen, and Ms. Astrid Wallmann, the President of the Parliament of the State of Hessen. Discussions also included departmental experts at the police headquarters and other institutions such as the Cyber Competence Centre and the Office of European Affairs in the Residence of the State Chancellor. These interactions were part of an agenda that explored various aspects of police and administrative operations.

The trip offered Ukrainian officials a firsthand view of Germany’s sophisticated administrative and police management practices. These insights are expected to significantly enhance the efficiency and quality of Ukraine’s policing. Engaging directly with their German counterparts allowed the Ukrainian delegation to acquire practical strategies for integrating European administrative laws into Ukraine’s national framework.

As a special highlight of the visit, the Ukrainian delegation was warmly welcomed by Ms. Astrid Wallmann, the President of the Parliament of the State of Hessen, who expressed strong support for Ukraine during these challenging times of war. At the reception, Ukrainian delegates signed the guest book. “It was an honour for EUAM to initiate the signature ceremony, where we expressed our commitment and solidarity with Ukraine, especially now during the war,” noted Ms. Astrid Wallmann.

Through these international partnerships, EUAM Ukraine aids its counterparts in developing an administrative framework that meets both national needs and European standards. This cooperation is designed to prepare Ukraine for a future that is seamlessly integrated with the broader European community.
