Kirovohrad Law Enforcers Boost Skills in Community Policing and Crime Scene Management

Last week, the European Union Advisory Mission (EUAM) Field Office Odesa, in cooperation with the Main Department of the National Police of Kirovohrad region, conducted a series of workshops aimed at enhancing the skills of law enforcement officers in the region. The training sessions covered key aspects of community policing, crime scene management, and the use of artificial intelligence in securing crime scenes – topics critical to modern policing, particularly in the challenging wartime environment.
Community Policing Sessions
Three workshops were tailored for different groups of police officers: District Police Officers, Patrol Police Officers, and the Police Officers of the Hromadas (PoHs). These sessions focused on practical approaches to community policing, equipping participants with tools such as Citizen Advisory Groups (CAGs), effective communication strategies, de-escalation techniques, and problem-solving methods. The emphasis was on applying these skills in real-life scenarios to maintain public trust and security amid ongoing challenges.
The participation of Halyna Luhova, the Human Rights Representative of the National Parliament in Kirovohrad region, in the discussions allowed officers to explore real-life scenarios where human rights principles intersect with policing. She provided practical insights into the cooperation between the Ombudsperson’s office and the police, illustrating how European best practices can be effectively applied in day-to-day law enforcement. Her contribution helped tailor the training to address specific challenges officers face, ensuring a stronger alignment between policy and practice in the field.
Crime Scene Management and AI Integration
In addition to the community policing sessions, EUAM Odesa experts delivered two more workshops for investigators and Patrol Police Officers, focusing on crime scene management. These sessions, conducted in collaboration with the local police unit, explored modern investigative techniques, including the use of artificial intelligence in organising and securing crime scenes. The training underscored the role of technology in enhancing evidence collection and ensuring efficient crime resolution.
Cooperation Continues
“The workshops provided an opportunity for officers to exchange experiences with international experts and learn from European best practices. By reinforcing their capabilities in both community engagement and investigative work, the initiative supports local law enforcement in responding more effectively to security challenges,” Georgios Pokas, EUAM Senior Adviser on General Policing, explained.
