From Learners to Trainers: EUAM Ukraine trains trainers on OSINT within civil security agencies

From 9-12 September, EUAM Ukraine’s Open-Source Intelligence (OSINT) experts ran an intensive “Training of Trainers” (ToT) program in Odesa. Over the course of four days, 20 representatives from the Regional Prosecutor’s Office, Security Service of Ukraine, and National Police — covering the regions of Kirovohrad, Odesa, Mykolaiv, and Kherson —developed advanced OSINT skills and studied analysis methodologies.
The training was designed to balance theory and practical application. “We structured the program to combine essential knowledge with real-world scenarios,” said Juan Carlos Arias Lopez, EUAM Senior Adviser on OSINT. “We started with the fundamentals — key concepts, terminology, and tools — and built from there. As the week progressed, participants worked together to analyse open-source data, solving practical problems. This hands-on approach really deepened their understanding.”
One standout feature of the program was its focus on sustainability. Beyond learning OSINT skills, the participants were trained to design their own teaching sessions. This “Training of Trainers” model ensures that the knowledge can be passed on to others. “For me, this was a real turning point,” said one participant from Kherson. “Learning a skill is one thing, but learning to teach it is another. Now, I’m confident I can pass this on to my team.”
For many, the training went beyond professional development, becoming a vital tool for strengthening security in their regions. The participant from Snihurivka, a town of Mykolaiv region liberated after nine months of occupation, underlined that gained knowledge he would use to enhance the security in the area.
The results were impressive. Analysing the feedback of participants, Bruno Santos, EUAM Senior Adviser on OSINT, noted: “Seeing the participants confidently present on topics like Search by Image and Facial Recognition was incredible. Many of them were new to these areas, but in just four days, they were leading discussions with real confidence. Their progress showed how valuable the training was, and their appreciation for our presence during these challenging times was truly humbling.”
