Enhancing the Resilience of Ukrainian Law Enforcers

If you are a law enforcer, you want to ensure the safety of your community, enhance your operational efficiency, and have a comprehensive understanding of citizens’ concerns. A crucial priority for officers in liberated territories is promptly rebuilding their communities. The question arises: how can this be achieved in the simplest and most effective manner? The answer is straightforward—by acquiring project management skills.
To support its partners, the EU Advisory Mission (EUAM) Ukraine conducted two project management training sessions aimed at enhancing the capacity and resilience of Ukrainian law enforcement agencies in the liberated territories. The activity, taking place in Dnipro throughout November, also aimed to contribute to law enforcement officers’ ability to support their communities better.
Participants included officers of the Security Service of Ukraine, the prosecutor’s service, the State Judicial Administration, the State Bureau of Investigation, and the National Police of Ukraine working in the Dnipropetrovsk, Zaporizhzhia, Luhansk, and Donetsk regions, as well as the staff of the Dnipropetrovsk State University of Internal Affairs.
As trainer Nataliia Baliuk explains, the relevance of project management skills for law enforcement officers cannot be overstated. It enables them to handle tasks more efficiently, translating into more effective planning, time estimation, resource allocation, fostering effective team interaction, risk assessment, and progress tracking.
The training also focused on issues related to the European integration of Ukraine and the needs of the liberated territories. Emphasising how EUAM strives to support its Ukrainian partners, the Head of the EUAM’s Governance Component, Kirsten Joppe, added that this is particularly important “in the context of the reconstruction of Ukraine, suffering from Russian aggression, and also in view of its European integration”.
Kyrylo Anisimov, a senior police officer of the National Police in the Zaporizhzhia Region, acknowledges the importance of such training. “The skills acquired at these sessions will facilitate the swift and efficient organisation of the restoration of life and the effective work of law enforcement officers in the liberated territories.” He also added that this would “ensure the continuation of police projects initiated before last February, even in the conditions of war and limited resources”.
EUAM Ukraine remains committed to supporting Ukrainian partners in navigating these unprecedented times of war, including fulfilling essential conditions for promptly reforming the civil security sector to ensure Ukraine’s integration into the EU.
