Building resilience to fence the evolving cyber threats

“It is not a sprint. It’s a marathon. It’s not a project, but a program,” says Dan Cîmpean, the director of the National Cyber Security Directorate of Romania, addressing an attentive audience in Kyiv.
Listening to him on day 2 of a Cybersecurity Capacity Building and Cyber Resilience workshop are senior officers from key cybersecurity agencies in Ukraine.
EUAM Ukraine organised the first workshop themed “Achieving Cyber Security and Resilience Posture by Improved Inter-Agency Cooperation” together with the Euro Atlantic Resilience Centre (E-ARC), and their valuable international experts and partners from National Directorate on Cybersecurity of Romania, and with the support of National Security and Defence Council (NSDC) of Ukraine.
The event aimed at achieving cyber resilience by improved inter-agency cooperation in Ukraine and internationally took place in Kyiv on 23 and 24 November. It marked the first cybersecurity capacity-building initiative to enhance the resilience of societies on Cybersecurity.
During the sessions, the participants delved into the details of the EU cybersecurity ecosystem, examining key policies, regulations, and funding mechanisms. Topics included Intelligence and Information Sharing, Resilience mechanisms at national, European, and NATO levels, and Long-term Vulnerability Reduction and Community Resilience.
The Ukrainian experts had the opportunity to engage in Q&As and discussions during sessions on global cybersecurity trends led by top experts and lecturers from E-ARC.
They also were involved in a hands-on exercise led by subject matter experts from Romania’s National Cybersecurity Directorate cantered around understanding and profiling a cyberattack.
This initiative aligns with EUAM’s broader mission to support and advise partners within Ukraine’s civilian security sector, focusing on strengthening administrative capacities and institutional resilience to protect critical infrastructures and digital services in public administration against malicious cyberattacks.
The workshop also highlighted the need for bilateral, multilateral, and multistakeholder engagements, paving the way for future collaborative events in the same format with EUAM and E-ARC.
This event is part of EUAM’s efforts to reform, support and advise our partners in the competent and appropriate institutions from civilian security sector in order to strengthen administrative capacities and institutional resilience to protect critical infrastructures and digital services in public administration against malicious cyberattacks.
